Abstract
This paper aims to shed some light on certain issues related to public policy addressing the implementation of Digital Terrestrial Television (DTT). First of all, the particularities of the digitalization of the terrestrial network are briefly outlined. The goal is to determine the appropriateness of public policy in a context where neoliberal ideology and non-interventionist political strategies prevail. Secondly, the text explores in which way the values, the objectives, the objects and the instruments of public policy for television are affected by the transformations resulting from digitalization.
Next, the relationship between public service broadcasting and digitalization is analysed. First, this is done by means of considering PSB as an object affected by digitalization: the challenges that it must face up in the new media scenario are identified. After that, PSB is regarded as an active and possible leader agent of the migration towards DTT and, consequently, as a suitable instrument for public policy. In this sense, the need to foster the digitalization of the terrestrial platform so it does not only fulfil the market interests but also results in the achievement of certain social and public goals obligates public institutions and public broadcasters to work together. However, PSB leadership, which determines its efficiency as a policy instrument, is not automatically achieved or conferred. The paper identifies which factors help to build it.
